thermostatic valve failed?

Hall radiator is cold for 3 days now,. Bled and water appears immediately, entry pipe is warm. Uses thermostatic valve (white honeywell installed approx 2 yrs 6 months).
Has the valve failed? Can it be fixed/replaced without a drain down, system is pressurised and I don't know if I can do this.
'Someone' told me the top of a trv can be removed to ease the valve - this would be fine as no need for the rad not to be on full at the moment! No installation leaflets as plumber did not provide (along with alot of other things). Help, we're freezing (its dold says the little one)
