Having skimmed through some of what you posted and i looked up, still can't see minium payouts to good causes

Even the bit about setting up/reg a charity and employing family - you can do that as long as you tell them etc

Lots of room for abuse IMO

The US Charity Ratings organisation does very well to rate the various charities.
But the UK rating system appear to be lacking detail, but there may be other rating organisations.
 
I don't think there is other than our respected tabloids.

I'm aware of, & done some work with, some very keen people who actively hunt down then shut down scam charities that are 'military' orientated. They have an accountant who is as much an expert in charity law as he is in interpreting the books, to sit down for a pint with him is a real eyebrow raiser.

To steal is bad but to steal by setting up a charity is nasty on a different level.
