This Is Wrong

A major part of the problem is people, to varying degrees, not driving within (or at least close to) the letter of the law. Of course very obvious crimes committed behind the wheel are one thing, however it then trickles all the way down to less serious stuff. And no, I'm not saying I'm the perfect driver ;)

There would be much better adherence to the law, if the law (police) were out there and visibly enforcing it. There are just not enough of them to enforce the law, chances of getting caught - close to nil.

Part of me agrees with you, however the other part thinks 'not realistic' unless we were going down the route of mass CCTV i.e. on virtually every street of every town. Think of an average sized town, driving law breaches (minor to major) are happening all over the place. You could increase patrols 10 fold but it's not to say the police would be at the right place right time. Although I take your point re more patrols might equal greater adherence to the law.
