Tile cement for natural slate?

Hello,

I am about to cap an outside garden wall built with 100m dense blocks using a natural black slate. Can anyone tell me what would be best to stick these with and grout them with?

Will a simple sand cement (4:1) mix worth for both the grout and the attaching or should I use a tile cement?
