Tiling on 2 different levels of old floor tiles

Hi
As a newbie on here, I hope someone can give me a few pointers.
I'm renovating a house in France and want to re-tile the hall and downstairs loo.
I've taken up the old hall tiles, but the loo tiles are like, well to put it politely, are very securely fixed.
How can I tile over both surfaces and get a reasonably level finish?
Any help gratefully received.

Well you surely must realise that you need to be on the same level to start tiling. As you aren't going to remove the loo tiles, you're going to have to raise the floor in the hall with self levelling compound (assuming a concrete base here). Either that or you build a ramp with tile adhesive and gradually tile up to the same level.
 
How hard have you tried to remove these stubborn tiles or perhaps I should say what method/tools are you using.
