Timber floor in new external building

Hi,
I am building a small 9' x 15' office in the garden, I have put in the footings, (concrete and 2 courses of solid concrete blocks)
I now want to put a timber floor in,can I put the floor in after the rest of the block work walls have been built?
Can I put the joists in on the next block up after the DPC level or does it have to be level with the DPC?

Any sugestions?

The way I would go is to carry on building the walls and put in sleeper walls with dpc & wallplate for the floor joists to rest on which would be free of damp bridging unless you're building a cavity wall.
