I'd use something like a 10x2" wall plate and build from there.

Just in case anyone reads this and was wondering what I ended up doing... I put in the 'double' set of studs, from my post 2 Mar 2024.

The external studwork was popped on to a new wall plate (with DPM). SE and BC all very happy. I'm happy with the results, even if I'm behind schedule and budget having doubled up on the stud walls. This does give me a whole lot of space to add more insulation tho.
