Toilet Seat replacement

Hi, a Christmas DIY job for my mum has turned up an unexpected difficulty. Changing the toilet seat and I'm met with these fixtures pictured, not the usual fixtures I would expect. There is no thread to unscrew them from the top, and the toilet is a top-fit one so there is no access to underneath either. I can't understand how they were fitted unless it was when the whole toilet was put in. Unfortunately Mum threw out the existing toilet seat in order to catch the christmas collection, so I can't see if there was anything missing, or just put the old one back on!

Looks like those anchors were fitted before WC pan was put in place.
Are they plastic or metal ?
Unless you are prepared to remove the WC pan to gain access to below,you would have to cut them off / destroy them from above the pan.

I think you are right that is a bottom fix fitting the metal looks like the head of a coach bolt with a wing nut underneath.
can you break the ring, I assume it is plastic? If you were on Santa's good list the old bolt might drop through!
At least you might be able to get a small hack saw on it.

Thankyou both! We've attempted cutting through the ring, its sort of getting there but tricky angles, tough plastic and limited tools. Hopefully this does the trick or if not I'll try and borrow a multi cutter to go through the bolt or something as they're loose enough you could get something thin underneath.
