Have seen police outside our local recycling centre examining cars with (very obviously) overloaded trailers.

What were they using to weigh them?

Probably portable axle scales. They use them in this area. I've also seen the police setting up outside a local scrapyard, as they know that's where a lot of the overloaded pick-ups are going. They are either going in to be offload, where they will be weighed, or they will be taken in by the police.
