Two pipes next to water tank (combi) vibrating/foghorn sound

Thanks for doing that. So this is also a stopcock other than the first picture I had attached above. But because there is no handle, there is no way to turn this one. Okay, at least I know where the two stopcocks are.

I can see the large timber on the right hand side of the cylinder but what is holding up the left?

There is nothing holding up the left side at all (should I be concerned about this?).
