Underfloor heating woes

I cant understand why the supply pipe would be cold as there doesnt appear to be anything controlling this from downstairs (e.g. nothing stopping the supply getting up stairs).

OK, i got the supply flowing again... it still operates at around 8 degrees cooler than downstairs (according to temp valve on the manifold) ...... any ideas what may cause this? I've tried opening up the return thermos more, but it has no effect.
