Underfloor insulation in existing house

Hi there. My first post :) Great site - been reading the posts from others!!

We have bought an old school house which was converted in the 80's. In the lounge area (which is double height with mezannine level) they have raised the floor. When it was windy, just before the summer, the room became incredibly cold and there was a serious draft coming in along the entire skirting and through some of the boards where there are gaps. I am thinking that we should insulate under the wooden floor boards, but not sure how. I heard you can get some kind of expanding foam or you can "blow" insulation in, as well as boards etc (which would involve crawling in and doing it - bit of a messy job). Has anyone got experience of something like this or any other ideas?
