Doing a quick calculation, for a 38Kw boiler means that it's got just enough capacity for 18 double rads of 600x1400, so nothing much spare for the HW cylinder.
Not a good way to size a boiler on a new system.
You need to go online, and find a CH calculator, so that we know what the total heating capacity of the house is.
Would be a better place to start, buy really the OP need to sack off the combi slinger, and get a third opinion from someone versed in medium sized heating installations. This is not that big a project, but easily screwed up by the likes of those who would even consider a combi being appropriate.
Megaflow are over priced.
