Urgent help - pipe not connected to stopcock?

I've turned off my stopcock and drained all the system. I'm wanting to remove a capped pipe which comes from the airing cupboard presumably from the old boiler. It's now on a combi.

I've started to cut the pipe but now it's dripping and has not stopped. I've not cut all the way through it.

I can't turn off the water outdoors but why wouldn't my internal one just shut down all water?

What can I do?

Maybe a heating pipe if so turning mains off will not help.iritis heating iswill stop once the heating looses pressure

Usually the only way to identify what a pipe's purpose is will be by following it and see where it comes from.

All my previous investigation and led to it being mains water related. Atleast we are sorted now!
