You can hire a 'CAT' aka 'Cable Avoiding Tool' which will allow you to pinpoint (if used properly!) electrical cables. When used with a 'Genny' then I think the CAT can pick up signals from the Genny along a metal service, again, provided both parts are set up and used correctly!
Otherwise I think it is unlikely any of the Utility Co's have accurate (if any!) plans as to where their services are in domestic gardens..... Best plan is to dig with extreme caution until you are satisfied you have located anything that may be there. I think it is possible someone was looking down on you today!
Having said that, I saw a job where the service was clearly marked, mechanical excavation was limited until the service was located, and then, in the process of clearing around the service to expose it so the machine driver could see it, the guy with managed to put a tine of his fork straight through the plastic gas service. After much swearing and use of electrical insulation tape, a temporary repair was achieved.....
