Common sense certainly suggests that it should. As you implied, the main thing which determines the sort of safety test required relates to whether it is just an inductive device, or whether it is a box full of electronics (and probably a small 'inductive device'). What I described would fall into that latter category, even if it made no, or minimal, change in frequency and waveform.
