Vaillant VR66 configuration issues.

Hi,
I have a Ecotec 415 boiler, VR66 control centre and VRC700 controller. The VR 66 is in monozone (Y-Plan) configuration with switch at position 1. I can control CH and DHW individually and see the LED on the motorised valve light respectively, but when I select both at same time, the VR66 does not select CH to On (No 240V at o/p), only DHW. I can see from the boiler that D.70 is set to 1 (Mid Position) and D.35 is set to 40 (Centre position demanded).

What is possibly wrong?
