Vinyl flooring over concrete: stick or not?

I've laboriously scraped up the old vinyl flooring which had been stuck to the utility room floor with some sort of evo-stick like glue (that's what it looks like, anyway).

Now I have to lay the replacement vinyl.

What are the pro's and con's of sticking it down vs leaving it free floating?
