Hang on. The triangle is double the base so doesn't need to be halved. So I'm going back to 21m³
 
Don't trust those fangled machines. Abacus only.

It's just half a cuboid plus 2 triangular-based pyramids.

Presumably this is concerned with Permitted Development rights?

FMT's figure of 16.9 m³ is correct, but OP should not go to the trouble of trying to prove this to the council.

Let some bod at the council have a go at working this out for him/herself.
