I can't understand why they wouldn't just print it on the bags. It's a standard bag size and they know the product that's going in it.Additionally to some good points above, automated bagging machines dispense measures by weight - it's a fast and efficient process, that would allow the same production line to supply materials of different volumes.

Here's an example of a company supplying in volume:
In this case, an equivalent 15L bag of sharp sand, would weigh somewhere between 24 and 25.5kg.
Good idea to infer it from the bulk bags. Not exactly precise but a decent way approximate.
