The Lo pro system will be efficient in terms of transferring the heat to the space especially with tiles laid on top.
As a slab of thick screed isn't being heated directly then you will have a faster response time.
But ultimately the downward heat loss will be slightly greater. And yet negligible as far as making any impact on your fuel consumption.

Thanks for info, very interesting, it seems my concerns re poor insulation and efficiency and high running cost is unfounded.

You should check to see what the actual heat loss might be.

There is the further downside that heat consumed UNDER the UFH is not available for heating the space above.

Be aware that current building regs do require about 100 mm of insulation and so the heat loss may well not be as negligible as Roger thinks.
