While I am quite sorry for your problems in glancing at our "sun", there are millions of persons (and other animals) on earth who have not (yet) been so afflicted.
If you check on HUSINGE you will find http://www.ikea.com/us/en/catalog/products/40262919/, which displays what are quite clearly LED devices.

LEDs can easily inflict eye damage - we now have to measure and classify all high power LED devices that leave the building by law. Even a 100mW LED can cause a retinal burn.

why is this not an issue for other wall lamps

The issue is that IKEA state it is not for use as a wall fitting. I was suggesting two reason why IKEA might be making that statement about their product.

A third reason may be that it is not strong enough to survive a child swinging on the arms of the fitting. Pulling an arm off could easily expose live wires.
