Ideally you would not walk on a felt roof other than for maintenance, it's not really durable enough, probably be OK with light usage but much more and it will reduce it's lifespan. Normally you would stick slabs or decking or similar down on top.
Felt is probably the weakest flat roof option, it’s recommended to use timber crawl boards to avoid damage and on hot days it’s softened by heat and more easily damaged.
