Washing machine drain hose siliconed into waste pipe. Why?

It's already got one on the hose. Possibly hard to see in the photo and maybe not being used correctly.
Doh - couldn't see it for looking!!

ideally they are for mounting the hose to the wall so it rises up and over the level of the drum to stop it back filling once it's pumped out and the pump stops and grips the pipe to keep it from moving but it's also handy as it can help to hold the drain hose into the stand pipe

What height should the top of the standpipe be at?
