Washing machine not draining completly burning rubber smell

Hello,
When my GE washer is finished spinning there is still soap bubbles and about 3 to 4 inches of water in the bottom of the washer. There is also a smell of burning rubber. Thank you, Tazcat70

sounds like something is caught under the main drum / blocking the pump

as you are in America I would suggest you call a repair engineer (we are in the UK)
