Now that I have the stats and wiring sorted, I started learning a bit about max output and cycling.

I have a WB Greenstar 30i erp bought in 2017. Last winter I had flow temp at 72, I have tried 60 to 65 but 11 smallish radiators in a 3 bed bungalow don't get to temp during the 3-4 hour heating periods I have in the morning and evening. I have now it set to 66.

max output has been set to 24

anti fast cycle time to 5 mins (range is 3 to 45)

anti fast cycle flow temp to -6 (range is -30 to 0).

With the new thermostat and programmer, boiler seems to operate a bit differently and I am still trying to figure out optimum setting for the programmer. One evening I had temp set to 20, room temperature was 20 too and the boiled seemed to run and stop every 10 seconds or so.

Are there any hard and fast settings for above while I descent to this rabbit hole?

I've changed the settings, anti fast cycle from 5 to 10 mins (6 times an hour) and anti fast cycle flow temp from -6 to -10.

Interestingly, Honeywell T3R thermostat parameters has the following:

cycle rate : 1, 2, 3, 6, 9, 12
default is set to 6

Minimum on time: 1,2,3,4,5, 10, 15, 20, 25, 30
default set to 1

Minimum off time: 0,1,5,10
default set to 0

Would these thermostat parameters override settings on the boiler itself?

Does those minimum on and off times even make sense? Why would you run the boiler just for 1 minute ever? Or have it not run for zero minutes?

Can you post a link to the MIs for your boiler.

The boiler anti cycle time should only occur if the boiler output is greater than the heat demand, normally, it will occur at the boiler flowtemp SP+5C, the boiler will then not refire until the anticycle time has elapsed and the boiler flowtemp is SP-5C, your boiler might should have a settable dT at which the burner cuts out, (SP+dT1) and another settable dT at which the burner refires (SP-dT2) & the anticycletime has elapsed.
Now, if the roomstat is satisfied, then it signals the boiler to shutdown, the burner will trip instantly but the circ pump will continue to run for whatever the OVERRUN time is set to.
