It might be covered with the insurance, but is it worth the excess?

First thing I would do is get the gutter and roof checked above that area.
May be something quite straight forward.
 
Here is a better view of our wall and we will get the guttering and roof looked at.

Is that black paint really masonry paint? The thing is with painting walls, is that the wall then retains moisture.

That crack will be letting in water - more so than normal due to the paint on the rest of the wall

What's the vent for if you have a concrete floor.
Post a pic of the full elevation including roof line.
 
It's just occured to me that that cracking near to that drain may indicate a leaking drain and foundation movement which would explain both things.
