What is it called, when during a normal conversation, the person you are speaking to, sees the need to repeat what they have already stated, two or three times more, though maybe not the exact same wording? Is there a name for it?

It's characterised by a number of the parroting conspiracy theorists on this forum. If you meet them in person you'd look them in the face and point out why they're being a stupid nob. Sometimes they're so deluded they bring it up again after they've been squashed. If it's a subordinate in an office, a little of that can end their career. I know because I've done it to people, though it's not the smartest manager's strategy. Everyone sees it and treats them with derision. If they were right on what they said, they infer some validation for saying, it but of course they miss the corrosive effect repetition has on their respectability. The Game is revealed if you ask for more detail - they won't have that.
Almost universally, they don't realise they're doing it because the "payoff" from the "game" they're trying to play is what keeps them going.
Those terms were coined 40 odd years ago in the seminal "Games People Play by Eric Berne". Google it and the descriptions in the hits will probably make you smile if you haven't seen it. We all know someone...
There's a couple of addicted players of NIGYSOB and YesBut around here. There's another game whose name I forget, where someone will raise a stupid point, expecting you to discount it but they have the next ready. The payoff is power of getting to to waste time on them. The characteristic behaviour here is for some dumb nob to post a link and nothing else, expecting: a) respect for finding some supposed revelation, b) control by making the reader work to discount it, while they play NIGYSOB. These people are the scum of society.

There was a documentary about a well known California psychiatrist/psychologist uni professor type who researched brain patterns of psychopaths, serial killers, and the like. He was looking for those with the potential. He had brain scans of a cohort of his university.
The only one which matched, was his own.
A number of individuals have got themselves assessed as normally operating that way. Andy McNab is one who comes to mind.
Some of course are only capable of operating in response to their emotions, hangups, and fantasies. You might be one of those.
