What to fill these holes with?

I removed the loose material in my fireplace hearth but have been left with these holes. What filler would you recommend to fill them in?

This is not being used as a fireplace and I plan to cover with a coat of toupret masonry filler to make while thing smooth and paint.

Simple sand and cement mortar if you've got something smoother finish on top

Forget the holes, take it all up and redo it all.
