What type of paint is this and how to repair it?

The previous house owner hired somebody to paint this about 7 or so years ago but now the paint is peeling off in areas where there were pre existing cracks. Since the weather's gotten more cold and rainy I've noticed a cold spot and dampness on the interior side of the wall right around and below the same area where the crack is on the outside. How should i go about temporarily fixing this. The paint feels quite thick and rubber like with blobs of it here and there on the wall. The only areas where it's peeling off is the cracks and that one corner where it came loose for unknown reasons.

He tested a few different types and really liked the toupret masonry powdered filler.
Then sandtex all weather masonry paint which can be applied all year..

All you can do is fill and paint until it's beyond repair, then look at something better like k-rend maybe
 
Scrape off loose and flaking material, fill with an exterior filler, spot prime with diluted masonry paint, paint whole wall with masonry paint.

(Won't take long to paint the whole wall with a 4" brush.)
