Remaining question is what head of water you have feeding the HW cylinder? Have you found the cold header tank yet?

It's already been established that it's a Fortic, so the head is very little and the cold water storage is minimal

I keep reading on this forum that electric showers don't have a good flow. I have a 9.8KW Mira and it's fine, even in the depths of last winter. Most experts seem to agree that the poor flow issue is down to lack of KW, so get the most powerful one you can afford. In a flat an upgrade to 10mm cable etc. shouldn't cost the earth. Check your main fuse can handle the load though.
