That makes no sense at all. Building regulations have nothing to do with whether something needs Planning Permission.

I've been looking into this for my existing conservatory, I call my building control and they say its turning into an extension. They say they would check the insulation and the foundation and foundation to be 1m. You will need to put in an application to building control and make sure your foundation is adequate, then no problem.
