When is an objection valid?

Can someone object to a planning permission before it becomes valid application on the planning website?

Our neighbour has objected to our planning permission on the 5/7/11 but the planning application only became valid on the 8/7/11.

Because the neighbour objected before the application became valid; the objection has an invalid planning number.

The consultation period was between 20th of July and 12th of August and during that time they had the opportunity to raise the object which they did not.

Council still added the letter to the objection list. Can they do that? BTW the objection is that council would not allow them a dormer window hence they should reject ours!

I would really appreciate some advice on this. I have asked the council the same questions and waiting for the response.

The dates are irrelevance, and the objection can still be recorded. Whether the objection is valid in planning terms is another matter.

As for the actual objection, then IMO it is a valid one as all they are stating is that the council should use the same policy in determining your application.

It may be that their dormer was rejected for reasons not applicable to your application, so it does not mean that the objection will carry weight
