It's whats under the cement that is the problem. Timber joists, timber deck and built up felt roofing. All three of these will have movement thats why Flexi is best.
Give BAL technical a call and tell them the construction of your veranda/flat roof and see what they say.
But a solid base of cement where the tiles are being layed is not going to move??If a roof underneath did cave away which it will not as it been like that for a year the cement would still be in place.
It'l probably be alright but be under no illusion - if the concrete base is supported by timber then it will be susceptible to a little movement. And if (like you say) the support timbers failed then the concrete would come down.
It does sound like you'd have been better using flexible adhesive, but as you've used regular gear then you've wasted your money because 1. using BAL stuff and 2. Letting your dad apply it far far too thick.
