Do you want corded or cordless? An 18v cordless will be OK for most DIY work but the batts will run down. The batts make it heavy e.g. for driling ceilings or curtain rails where you have to hold it up.
I reckon you need a 13mm chuck.
SDS+ is good for big heavy jobs like drilling concrete
see if you can find out how much they weigh. If he is retired his grip and arm strength may be reducing, or he might have injuries which will make a heavy tool awkward.
You are now looking at the £100 price range, cordless, with hammer action, right?
Edited: The B&D says it is twice the weight of the McAlisaer - check if they both include the weight of battery
