Whirlpool installation without Part P

A whirlpool bath surely is notifiable, as it is a complete unit installed as one item. Presumably it has controls on it which are accessible?
Not according to Building Controls, when I raised this question, last year.
When doing some work in West Yorkshire.
I asked the question concerning, whirlpool and jet spa baths, if the panel was fixed and the a feed was taken from the otherside of the bathroom wall, directly to the conection beneath the bath, it did not need to be notified.

So fitting downlights LV or ELV(prefabricated kits) in a bathroom ceiling that are more than 2.25mts above the floor are out of the zones too and dont need to be notified :?:
