whirring from cold mains

I have develloped a loud whirring on my cold water system eg when i flush downstairs toilet and sometimmse when i run cold tap i get a really loud whirring like a fog horn
im sure one of you guys have come accross this.

Could possibly be water hammer.....does it go away if you turn down the pressure of your cold main supply?
(turn down main stopcock)

yes it seems to cure it but tap is turned down realy low, i had water hammer in a previous house but that was loud banging and i fitted an arrester and that solved it do you think an arrestor could solve this problem??

It may be just a washer in a float valve nearing the end of it's useful life.
