I suspect under the circumstances, that BC won't be much help now, but you could try putting in a complaint to the environment agency, as they have a duty of care to you as well as network rail. You could try environmental control at the local council, but they tend to be jobsworths and may prove useless, but you local councellor, and your MP may get things moving.
You just need to ring the local solicitors, explain the problem, and ask if they have any experience of this type of situation. They may be able to recommend someone else.
