Why is water not coming out the hose reel?

Water not coming through hose reel. Tested hose pipe and ok. Is it this spring? Is it supposed to be like that? Any advice? THANKS

No, not supposed to be like that. That looks like it should be for non return valve type.

The spring is to prevent the first wrap of hose from kinking in the reel .
