Wind pushing rain under window

During the last two days wind has been pushing rain water through the join which I have circled. Is this just a case of sealing the join or is there a larger issue?

Looks like the window isn’t located correctly on the cill, it should be butted up against the lip on the back of the cill not sat on it.
 
No if it was sat over the lip then the frame would be overhanging the cill but it's flush, maybe the lip is set forward 5mm or so, either way the fitters should have silicone the 2 together to stop this
 
Looks like it’s sat flush with the back of the cill in the pic, you can see the bottom edge of the frame which should be sat lower.

That's what I just said......flush, I doubt very much if its sat on the lip, the gap outside would be twice the size, a photo would help though
 
the Frame isn't sat on the lip there is just a very minor gap between the cill and the Frame <0.5mm. I'd say from your comments above it sounds like they have forgotten to seal this with silicone, which would make sense as other windows in the house have this join siliconed
 
Ah okay the second pic is easier to make out, I usually put a bead of silicone about 10mm in from the cill lip before sitting the frame on, then also seal the back edge.
 
Okay, I'm not sure if the fitters did this when putting the widow's in to be honest but can I get away with putting a bead on that joint to seal it or does the frame.need to come out?
 
Just seal it as it is and monitor it, probably just the recent high winds driving the rain under the frame didn't help but at least it highlighted the problem so now you can address it.
