Window partial replacement

Picture of our window below. The top of our window seems to be really gone, as can be seen in the picture. Now we could just get a quote for glass only replacement, but... the hinges are very stiff, the opening mechanism is very hard to work, the handle feels like it will fall off soon, so I was wondering if it's possible to replace the entire window (just the top bit, not the frame)? Or is that not a thing? The problem also starts that as a non-native speaker I don't even know what that thing is called, and Google didn't help either. "Top light" or something like that but I couldn't find any place to buy just that, it's either just hinge+handle+glass replacement or the entire frame. I'd really prefer not to replace the frame because it's perfectly fitted, no gaps at all. But replacing just the top bit I was wondering might even allow us to get new ones with trickle vents? Or can't those be retrofitted?

Any advice welcome. We live in the Northwest btw, if that helps.
