I would bet that most of the population have broken some law at some point in thier life either through ignorance or through having no respect for the law and little if any chance of getting caught.

If you can't see the difference between murdering someone and making a procedural violation of the building regs in your own home then there is something badly wrong with you.

Unless you are competant but haven't got the little certificate that says so.

Anyway, he is not suggesting doing anything unsafe, just not telling the BCO. As long as his installation is ok thats what really matters.
