Here is a (naive but obvious) solution to the current clash between different tribes.

Make everyone undergo a lie detector test and ask them if they have an affinity with, or sympathy for certain tribes who wish to live under an imposed sharia law. If yes, then arrange for their immediate removal to an agreed new area of land which will house this state.

This land could be rented on a long term basis and paid for by interested parties (basically every country on the planet would have an interest), and should be an area with useful geographical features to aid self determination and agricultural self reliance. It should also be properly and clearly ring fenced and patrolled to prevent anyone getting in or indeed getting out.

in the meantime, negotiate a quid pro quo with the IS leaders to allow those that don't wish to live under their laws to exchange places with those that do.

This way, everyone is happy without the need for a shot to be fired nor a head to roll.

Unfortunately those who do not wish to live under IS' twisted interpretation of the Koran/Quran would be regarded as only fit to be murdered as non-believers.
