Wondering what this is on the external brickwork

I was viewing a property to buy and noticed this on the external wall near the door.

Any idea what it could be - is it some sort of water repellent on the bricks, or just been repointed and left it a bit messy ....

Efflorescence is a crystalline deposit of salts often seen on brick, concrete, paving stones, stucco, or other building surfaces. It occurs when water leaves behind salt deposits on or in the masonry surface. It has a white or grey tint and can also appear as a powdery substance on floors or walls.

There is a leak from above running down the brickwork.
