As ever, there are shades of grey that the internet just can't deal with.
I don't think it was a hoax, but I do think it was a massive over-reaction and that evidence that was available at the time was deliberately ignored, either out of incompetence or because those in charge thought that a national emergency would be a good thing for whatever reason - e.g. drug company interests, ego issues, whatever.
If someone asked me for a yes/no answer as to whether it was a hoax, I'd probably say yes, just to register my objections to the nonsense that happened, which will continue to cause deaths, suffering and poverty for many years.
