Beat me to it. If you need to unplug the cable to move the rack for access then the cable is too short anyway - it would be a right pain with most of the systems I'm either responsible for or involved with through work to power them off for access.
I'd look at the initial power draw on the resumption of the supply to your gear as some ups's can draw a good bit more than they say when the powers restored especially if they have to try and recharge their batteries and provide for a lot of kit drawing extra power as it kicks in.
