Yes even I can see now it's obvious you should check bonding first. Seems common sense really.

Abit annoyed as insurance was paying for it and he gave quote. Changed board got paid money off insurance then I had to pay for the bond which I would not of had to do if he stated this first. The insurance would of
I also wondered when I first read that - but, on reflection, I presume that secure meant that the inadequacy of bonding which was 'contrary to regulations' (which is true), not 'changing the board without first telling that the bonding needed attention'.
I think the only regulations would be general ones regarding the bonding conductors. Everyone knows that they are very likely to require an increase in size.
After all, I don't expect there is a specific regulation stating that a CU should not be replaced if there is no earthing conductor.
