I also have a non contact voltage tester pen
Then start with that - apply it to the short link wire, at the double switch, report back whether that is live, or not.

Is this the wire you mean? Test at either end?

However, the problem with using a "non contact voltage tester pen" is that one cannot test for Neutral continuity with such a device. Then start with that - apply it to the short link wire, at the double switch, report back whether that is live, or not.
OK so used the pen and the link wire isn't live any other suggestions please? No, anywhere along the wire - if it's what we think it is, it should be live when tested anywhere along it's length, as should be the wire it connects with..

I think that will be very confusing for a DIYer without saying there is only a switched-live present at the switch; not a neutral.Actually, you can....
If the switch is turned on, with a load, with a neutral present at the load, the neutral will no light up the tester. If it lights up, it shows a lack of a neutral.

If none of the wires at the switch are live ,then examine the wiring at the light fittings. The feed to the switch is very likely coming from there. May just be a loose connection there.
Yes I've tested it before use on other switches in the house and the tester works, I've now just tested the celling lights and they are also not live eitherMake use of the tester, on the wiring at the ceiling rose.
Hopefully, before you began using the tester, you confirmed the tester was working? Always best to test it, before use, then again after use, just to be sure.
