9kw Ferroli Electric Boiler

There must be a way to work out how many kWh are required to A) Heat a room up in an hour, and B) maintain the room, but I don't know how it is worked out, it seems most homes have a heater with an output of around 20 kW unless also heating DHW, and it does not seem to matter if 2 bedroom or 5 bedroom.

I would say in this house we do get away with 20 kW, but mainly as only 3 rooms are heated to 22ºC and only those rooms are heated as required, living room TRV head reports 1732582338827.pngfor yesterday, switched off heating at midnight, then on again 11 am, and it dropped 3ºC in that time, but measure else where in the room, and the recorded temperature changes, above fire place (no fire lit) I am showing 21.2ºC the wall thermostat shows 21.5ºC one TRV 20ºC and other 18ºC that's the one showing graph, so hard to say how warm a room is, as it varies throughout the room, although doors never fully closed, other rooms in the house can show down to 16ºC so 5ºC outside, and I remember 1978 and power cuts in a house with single glazed picture windows and hot air central heating, and how fast the house cooled, with no way to heat it. Ice in inside of windows.

Can't see how you can compare flats, could not compare any of my houses as far as power required to heat them goes, the 1978 house with gas hot air heating was both fastest to heat and cool, and likely took the most energy. I could not turn off rooms even if I wanted to, the air circulated around the whole house did not matter vents open or closed, the air still passed through them.
