Does the shower flow with the power turned off?
If it DOESN'T, then it's highly unlikely to be a problem with the CU or cable.
CUs, fuses, MCBs and cables are very basic and reliable things. Electric showers are not.
Whilst a proper CU with RCD protection is certainly a good idea, it's not going to fix this fault. THE SHOWER IS GOOSED.
